State police believe Reed was crossing from the westbound lanes over the median and was hit by a car driving eastbound near the Edgewood-Swissvale exit.
The accident occurred at 2:30 a.m. and was described by police as a hit and run. The driver, Judah David Simon of Pittsburgh, abandoned his car in Churchill and later turned himself over to the Penn Hills police.
State police said charges against Simon are pending.
According to the Pittsburgh Post-Gazette, police identified Reed through the Subscriber Identity Module, or SIM card in his cell phone and confirmed his identity after confronting his parents at their home in Reading, Pa.
