Heat margarine in saucepan, add onions and pepper. Sautee until brown. Sprinkle onions with flour. Cook for one minute, stirring constantly. Add broth. Bring to a boil, then simmer for a half-hour. Pour soup into ovenproof tureens, place bread on top and sprinkle with cheese. Broil until cheese is melted or golden.
