Specifically, the investigation involves three multi-million dollar contracts awarded to an independent Washington-based public relations company, The Lincoln Group, which was paid by the U.S. military to feed Iraqi newspapers positive stories about the U.S.-led forces in Iraq.

The Defense Department insists that the military commanders in Iraq followed all laws on psychological operations when they paid for and planted these stories in Iraqi newspapers.
